A couple points. First, Q does not get royalties on the entire cost of Infrastructure. We had this debate recently, but I don't recall what the conclusion, if any, was. Also, don't forget the chips. My recollection was that Q reduced royalty rates for China in exchange for China buying chips from Spinco. Finally, Unicom denies the $8 Billion dollar Infrastructure figure. The $2.42 Billion figure reported appears to be more accurate at this point in time.
