There is a flaw in their arguement. From the story:

"For the PDC (the current 2G network) system, we are
allocated 30MHz and with this spectrum we are now
serving 35 million. If we can get an additional 5MHz for
FOMA," he said, referring to DoCoMo's 3G brand name,
"total spectrum is around 20MHz." This means the
company will still have to work on other solutions, such
as improved efficiency of frequency usage but, he said,
"it will be difficult to accommodate all 35 million
subscribers on FOMA."


If their 35 million PDC users move to FOMA wouldn't that free up the PDC spectrum? More realisticly, if only a third moved from PDC for FOMA, wouldn't that free up enough PDC spectrum so they could uses the 5 MHZ
for FOMA that overlaps the PDC allocation? Isn't FOMA's W-CDMA
supposed to be much, much more spectrially efficient tha PDC? If
30Mhz PDC can support 35 million users and they claim that 15 Mhz is not enough for 35 million, they need 20Mhz, are they saying that FOMA is only a third better in the number of users it can support in a given amount of spectrum than PDC?
