Political and social change are joined at the hip -- no question. But the people in Japan, especially the younger ones, are more prepared to change their society than are the aging power elite. In Japan, age matters and this is part of the issue. Older people hold political power. But more than there there is a politics of "withdrawl from politics". It is hard to see where the new leadership will come from.
