Only those which can collect unemployment insurance are listed as unemployed. If one was not on a job long enough to have earned unemployment insurance or are collecting severance they are not on those rolls. It is a "state-by- state" basis system.

It is far more likely to have a larger % of people "unemployed" in CA or NY than in CO or UT because of state laws.
