Tim,

I think you may be able to withdraw funds without penalty in case of hardship re those areas, but you can take a general loan for any purpose......it's your personal business and nobody asks you any questions.

It would be best to call and ask what is available to you. In some cases the entire process is fully automated.

No, you can borrow from your 401K for any reason with no penalty. The amount is limited (50% I think) and you must pay it back in a certain time frame and you must pay yourself interest.
