I am told that the energy companies lobbied hard for this bill which was authored by a Republican from Rancho Cucamunga. All Democrats voted for the bill so they are also to blame. The bill was passed in 1996 when Pete Wilson was Gov. Our present Gov, Democrat Gray Davis didn't act to ward off the crisis and is presumably in the pockets of the energy company lobbyists.

The sale of the power plants is what ruined the equilibrium in supply and demand. We produce enough power but that power is sold to a higher bidder. The so-called deregulation bill controlled the retail price of energy without controlling the wholesale price.
