Clinton shut the government down by refusing to sign the budget. He closed the offices.

The pique at being ignored had nothing to do with the government shutdown. Gingrich and Clinton were, in essence, playing chicken over the budget......

William The Bastard shut the government down, and his Nazi-like propaganda machine, with the help of the "unbiased" media, ran a campaign against Gingrich, claiming he did it. Still, if the Republicans had held out instead of caving to the totalitarian tactics, they would have won the day and WTB would have been a one-term prez. That part is Newt's fault...
