In January, reintroducing the campaign finance bill he has co-sponsored with Sen. Russell Feingold (D-Wis.), McCain asserted that his agenda commanded the same kind of national following as Bush's. "I am not interested in harming in any way the president of the United States' agenda," he said. "But I also have a mandate."

-- what mandate? McCain lost.

During the waning days of the campaign, for example, McCain enthusiastically signaled his willingness to push campaign finance reform even if that interfered with the president's priorities. Asked by television host Chris Matthews whether he would "jam" Bush to force a debate on the issue, McCain replied: "Absolutely, absolutely."

-- Bush won. That is the mandate.
