I think you are complicating things. The MHz sells means just that, that is that the consumers would pick higher MHz part, everything else being equal, or would pay more for high MHz, regardless of performance. Now we may have a chip with good IPC (Athlon) bad IPC (P4) and terrible IPC (Winchip C4). We will see how much influence MHz sells will have.
