"Whenever I find a company that tries to
lower the exercise price of existing options, I find it outrageous."

Would you rather the employees, who see that they are underwater on their options, opt to leave or at best lose enthusiasm for their work? Then when they have to replace them, how successful will they be offering newbies options with strikes 3 or more times the current value? They'd have to offer the shares at even lower prices, like in the money. So, in the end, your company is worse off then it would have been with the original offer to reprice.
The thing I find outrageous is if they are not offering the same to the employees.
