Was the bubble another failed attempt at deregulation? Too many rushed in to fill AT&T's void, over built, couldn't make a profit and crashed? Too bad it didn't work this way in CA with electricity deregulation as we got under building of capacity there. Of course, if we had the capacity, then finding natural gas to run the plants would be problematic. What the hell WAS Clinton doing for 8 yrs or Al Bore for that matter? Raising funds (and body parts) rather than minding the store?
