It didn't happen much when I lived in Nassau County NY which has a much greater population density then Fairfax County VA, and is near NYC which has more then a dozen times as many people as DC.

You're right its probably the pollen.

It's probably both. The geography and climate of Nassau County doesn't allow for airborne pollutants to be 'trapped'. Instead, it is blown away allowing it to destroy the ozone at a much quicker pace.
