That is true, but Bush has no awareness or interest in these problems and has already shown an utter disregard for the advice of his own EPA chief of 10 weeks.

I read the memo, and my understanding is that her advice was to continue to pretend (for PR purposes) that the Kyoto treaty is not dead. I guess W doesn't like to pretend things that are not true, and told the truth out loud.
