Collusion, manipulation and kickbacks--yeah, it was pretty obvious. When I bought shares of an IPO, I was told verbally that if I sold within 30 days, I wouldn't be able to get in on the next IPO. But it was easy money for a while. I don't think I ever made less than 30% in the first month in 1999 and the first quarter of 2000. But I could only get 50 to 100 shares of each IPO. Most of what they were doing was common knowledge. Not clear it wasn't legal.
