Scumbria.. I half expect Bush, in the face of all this withering and growing opposition across the world to his Kyoto decision... . to start playing the "us against the rest of the world" card.. trying to use patriotism and such to rally americans to his cause... I wouldnt be surprised if he broadcast live from the White House.. complain about how poor america was being bullied.. and then whip out the US flag and start proclaiming such stirring phrases as "I'm proud to be an American.. God Bless America.. its the American way" and start chanting "USA USA USA" ... the sad thing is.. a fair number of Americans probably would fall for this jingoism.

I dont know if you remember the posting I sent to Ted joking that Nostradamus's prediction that a villiage idiot getting to lead the village - getting appointed to do so - at the start of the millenium was an obvious correct prophecy of Bush getting to power the way he did.... but I'm starting to seriously believe Nostradamus was indeed correct.

Let's just review the facts:
-Clinton administration signed the Kyoto treaty, calling for cuts in CO2 emmissions
-Treaties have to be ratified by the Senate
-Currently the ball in in the Senate's court, and Senate has no intention of ratifying the treaty, since the defeat is assured
-Clinton administration pretended in dealing with the rest of the world that the treaty would be ratified, even took action trying to abide by it. (Which was controversial, some say illegal)
-The new administration comes in, and the current policy (continuation from Clinton administration) is to pretend that the US is part of the Kyoto program, negotiating in various venues, still trying to make changes to make it appealing to the US. The Europeans are intransigent. Efforts of both Clinton and Bush administration fail to produce changes to make it acceptable to the US.
-Whitman advises Bush that we continue this futile charade
-Bush disagrees, tells true that Kyoto is dead.
