How would the economy be in California now, if they hadn't cleaned up the toxic air in the 1960's?

Indeed.. talk to the Northeast US about where they might be with their tourism and maple syrup industry if the Clean Air Act hadnt been passed to combat acid rain.. it still is a problem.. but it would have been much worse if it hadnt been,, the one thing I do give Dubya Sr credit for is he passed it where Reagan wouldnt.

Environmental quality and economic growth are inseparable. Dirty cities are poor, clean cities are wealthy.

I think to a large extent the cause and effect go the other way. Rich cities can afford to be clean.
