Well, this is a little different from what was reported earlier where he was saying (or at least interpreted as saying) that there was insufficient proof that CO2 causes global warming. He has been on record for a while as opposing the Kyoto accords.

I am not particularly impressed with the Europeans slamming Bush over environmental issues, not that I want to be in a position of defending Dubya. Most of those countries have a long way before their emission and discharge standards are on par with the US. Example, you can go fishing in almost every US river and catch fish you can eat. There are an awful lot of rivers in Europe where that isn't true. In addition, most European cars did not have catalytic convertors, all US cars have had them for a long while. It is to the point in the US that almost all of the pollutants from cars (save CO2) are emitted when the car is started, once the catalyst is warmed the emissions are very close to zero. Yes, the US is the largest single emitter of CO2 and there needs to be things done. But making the US out as some environmental ogre is not the way to do it. I have had this discussion with wife when she first came over from Germany. She was really surprised to find out exactly how much stricter US laws were than German laws...
