1) The Treaty demanded reparations from Germany.

2) The terms of the reparations were unworkable.

3) Either the terms would be changed to something that made sense, or the the German currency would fall apart.

The forces acting on the German currency were economic forces. The Germans didn't have to make a political decision to inflate their currency. It was going to happen because of the terms forced upon Germany by the Treaty.
