RM, solar ponds is a great concept it captures the sun energy in highly salinated pond. The problem at the time was the low temperature turbine, as the water does not heat much above 100 degree centigrade. The lower layer of water is hot and the surface is cooler.

Further there are very efficient black oxidized stainless steel panels with 96 % energy absorption there the problem is the welding of thin oxidized stainless steel in heat panels with narrow channels inside for the fluid to flow (water is not adequate as it comes to quick to it's boiling point and explodes the panel).

There are many alternate sources of energy that can be used economically at crude oil of $25 per barrel including shale oil, we need a policy for that and there is none.
