Once gain, they have nearly uncontested control of the federal gov't should they decide to act cohesively.

The majorities would have to much larger for this to happen. We will have to wait until 2002 for that.

So far the Reps. seem to be in lock step with each other on most issues except maybe when it comes to campaign reform.

Campaign finance reform is a perfect example where they are not in lock step. Other examples don't even come to votes. The Republican leadership doesn't want to push controversial ideas that have no chance of passing. Finance reform got such a big push from McCain that it did get on the table.
