I would call it responsible. It took 2 costly war for US to be responsible in the time of peace and not let the guard down. I think it paid of, since the western world enjoyed 56 years of peace, and still counting.

Apparently their defense spending has not appropriate, since the US had to bail them out on at least 2 occasions within the last 100 years.
