If the U.S. does NOT recover, there's no hope that any country will, so there is really no choice but to park whatever money is left in the U.S. anyway.

Bush asks China for access to servicemen

WASHINGTON, Apr 02, 2001 (United Press International via COMTEX) -- President
George W. Bush called on Beijing to allow U.S. diplomats access to 24 American
servicemen who made an emergency landing on the Chinese island of Hainan. Bush
said he was "troubled by the lack of Chinese response" to U.S. requests for
access to the servicemen and their downed reconnaissance plane.
