On the other hand, trying to standardize a network, e.g. Vodafone buys Verizon Wireless to implement GSM throughout its entire system, seems a mighty expensive and uncertain step simply to allow a limited number of customers to seamlessly roam worldwide. It does, however, make sense in China.

If a customer needs seamless roaming, he'll buy the multi-mode phone. Because it would probably be an option, the subsidy would not be great.
