Joan, that's what i meant..these bills are killers. and no relief in sight, at least not yet.

My sympathy to Calif. is that (like the NW), energy shortages seem unfathomable. Which will enhance their inability to push the conserve envelope. However, the rate increase is some what needed to absolutely stimulate people to turn the a/c down. There are some excellent conservationists in CA, they just make up a very small percentage.
