I played a golf course a few years ago built on an ancient Indian burial ground. If you hit into certain areas (sacred ground) you got a free lateral - no penalty stroke.

Lets just say I find it irrational not to allow any development on even a small part of a territory larger then some states because someone thinks the whole area is sacred and spirtual when the territory has very valuable resources.
