I don't know a lot on the situation in California, but I've gathered that CA screwed up on the deregulation by placing artificial limitations on pricing by the power generators. Consequently the power generators have found it more profitable to short Calif and sell the power to other States. But it's not a shortage of resources, power capacity or distribution systems, it's higher profitability.

Part of the price one has to pay with free markets. One way or another CA is going to pay higher electricity prices.
