Where do you get your info from.... I was a developer of apt buildings in S. CA. Since 1970, rarely has a building been built that was not individually metered. And many older bldgs have been individually metered as well in the last 30 years.....LA's rent control ordinance encouraged that move. It is extremely rare to find a privately owned building that is still master metered. Only the gov't own buildings are mastered.

Why S. CA usage has not dropped is becuase they haven't had to pay higher rates and so there is not the incentive to conserve. The state utility director is trying to change that now.

Apparenly, you should find a new source of information. Ten years in six LA apartments - and friends all over LA/SD - no one has electricity in their rents. Usually water, sometimes gas, never electricity - except maybe in the projects.
