That where the calling of a foul would disadvantage the team the foul was committed against the foul is not called. If for instance a player breaks away toward the opponents goal with the ball, is held from behind but gets away play is allowed to continue. The basic scheme of soccer is continuous play. Americans are used to officials stepping in all the time, taking control of the ball and then restarting play.
