My information may be completely wrong, or isolated incident. It comes from a friend, who made it sound like it was a usual practice. Joe, I think your friend may be wrong. Because of rent control, metering is a big issue even for those communities unaffected. There is pressure building to conserve in CA if for no other reason than the governors of the NW are complaining to Sacramento. CA can not expect the NW to give it power and conserve while CA plays the light fantastic...I am not sure what that means but it seems to fit. <g> ted
