Yup, Wilson and the last legislature created the pre-conditions for this. And Davis was mired in indecision. I intend to vote against Davis and both state legislature incumbents in 2002. Throw the bums out!

If new plants could be approved and built in months instead of years, I would let the market solve the problem. But they can't.

Higher rates are necessary to provide money for new plants and incentives to build them. But I see no alternative to price caps on rates, at least in the short term. The current drain will destroy the state economy.

And FERC? What's FERC? Has anyone seen them recently? :-) They were helpful until Bush took office; since then they're MIA. Just following orders. It's payback time: CAs 54 electoral votes went to Gore. Both US Senators and the governor are Democratic.

I don't think Bush has thought this through. He's not going to get much of a national recovery if CAs economy is destroyed. And sticking a finger in CAs eye is no way to get them to vote Republican in 2002 or 2004.

Maybe it should be pointed out to him that this is precisely the mistake Lincoln DID NOT make at the end of the civil war (although the Radical Republicans then proceeded to screw the South anyway- -and the South voted Democratic for the next 100 years.)
