Alcatel and MapInfo Join Forces to Deliver Complete E911 Solution

TROY, N.Y.--(BUSINESS WIRE)--April 3, 2001--MapInfo Corporation (NASDAQ:MAPS) today announced that Alcatel (Paris: CGEP.PA and NYSE:ALA) has selected MapInfo's location-based technology to build a complete E911 solution. MapInfo's Location Management Platform(TM) has been integrated with Alcatel's Intelligent Mobile Location Server to provide the first fully integrated, fully scalable E-911 solution that can quickly be implemented in virtually any service provider's network. This solution meets the Federal Communications Commission's E911 Phase II mandate that requires all wireless carriers to be able to pinpoint a caller's location for emergency purposes.

According to the National Emergency Number Association (NENA), it is estimated that of the 150 million calls that were made to 9-1-1 in 2000, 45 million of them were made from wireless telephone users. Cell phone users want to be able to contact emergency services or roadside assistance from any location, no matter how remote. With the proliferation of cell phones being used by business travelers and others, the FCC has recognized the need to be able to locate callers in case of emergency. The FCC has mandated that by October 2001, wireless service providers must be able to identify the location of mobile phone callers within 75 meters, 70 percent of the time.

MapInfo's Location Management Platform (LMP) adds location capabilities to call processing, which vendors require to meet the FCC E911 mandate. The solution includes MapInfo's PSAP Pro(TM) boundary data for accurately and efficiently routing E911 calls to the appropriate Public Safety Answering Point (PSAP) to dispatch emergency personnel based on the caller's location. PSAP Pro boundary data eliminates the need for wireless carriers to maintain an Internal Coordinate Routing Database (CRBD), a very time-consuming and costly process. The PSAP Pro boundary data includes 10-digit emergency numbers, address information, administrative phone number, fax number, contact person, latitude and longitude and jurisdictional boundaries.

"This integrated solution brings together Alcatel's ten years of network systems experience and MapInfo's 15 years of experience in location-based software and data technology. With 25 years of combined expertise, Alcatel and MapInfo have developed a complete E911 solution that is capable of instantly locating cell phone users for enhanced wireless carrier offerings and increased cell phone safety," said Mark Cattini, president and CEO, MapInfo Corporation. "With existing solutions, wireless carriers will have to piece together an E911 solution on their own. MapInfo and Alcatel are providing a fully integrated solution, enabling carriers to meet the FCC's mandate through a simple, efficient and timely integration process."

"MapInfo's leading-edge location technology and expertise are the perfect complement to our carrier-grade intelligent network platform," said Mark Petersen, vice president and general manager, Intelligent Networks-Alcatel USA. "Alcatel and MapInfo's E911 solution is the enterprise E911 platform that carriers have been waiting for to meet the rapidly approaching FCC E911 deadline. By working with MapInfo, Alcatel was able to integrate its industry-leading network platform with MapInfo's powerful location-based technology to create the ideal E911 solution for the wireless market."

Recently, Alcatel announced the newest version of its Intelligent Mobile Location Server (iMLS). MapInfo technology provides iMLS with the ability to translate location information into real-time location-based analysis. This tight integration provides responses in milliseconds, and enables time-critical services such as E911, location sensitive billing and commercial location-based services.
