George, keep in mind that the top Generals of the 15 EU member nations have chosen General Gustav Haggland, from Finland, to head the new EU Military Committee. This Finish General will (de facto) command the EURO Force. Finland is, formally, a NEUTRAL nation. Further, Finland is NOT a member of NATO. By choosing a Finish General, the EU has signalled that the Euro Force is to be neutral - neutral geo-politically and geo-strategically. If the Euro Force is neutral, then so is the European Union in global geo-strategic terms. That means that should the U.S. choose to enter into any military engagement, the EU could stand aside.
