Heroin is cheap and abundant despite the stiffest Federal laws against it accompianied with draconian penalties ( unless you're a Friend of Bill of course ).

Better restrictions, including background checks and longer waiting periods, could tip the ratio of guns away from the criminals, relieving the fear that only criminals will have guns.
