I know what I meant. In spite of your figure many people do, in fact, owe taxes on April 16th (from capital gains distributions, or simply from not taking losses at year's end) and they've been holding on all winter, hoping for a market recovery that hasn't come. Meanwhile, most of the people in line for the big refund checks surely already have them. Why would they wait?
