"Targeting" stock prices as you refer to it was a Fed response to the bubble that Y2K-related easing of money supply created. The Fed was trying to tame the beast it created in preparing for Y2K (the non-event that it was).

As for those selling. Good. We have to have that to bottom. I know of one myself. Just couldn't take it any longer. I on the other hand am in until the end.
