It hasn't shrunk one iota. Forward multiple based on 2001 estimates is 37. You think that's low? Well, 3 months ago, Intel's price was 34 and its estimates were $1.68 (Yahoo), about where AMD's estimates are now, so its forward PE was 20. I don't see anything that has happened in the last 3 months to make Intel's PE go from 20 to 37, do you?
