This kind of flap has been a routine part of the U.S. - Japan defense "relationship" since such has existed.

I suspect any real U.S. - Japan problem could come from the fact that our "grounded" P-3 was operating out of Japan.

Japan is heading into elections. The out-going PM is not supportive of U.S. military presence in Japan. Remains to be seen how leading candidates may see advantage in being on one side or the other of defense issues.
