It was Scott's idea or part of his "vision", wasn't it?

I thought the whole idea of PC's was keeping control of your stuff.

Oh you wide-eyed dreamer you. You're looking at this from the point of view of the consumer. You need to empathize with Microsoft, and look at this from the point of view of the stagnating Software Behemoth. "Control of Your Stuff" is the final frontier for Microsoft. The bitter end-game where the sneering monopolist plays its trump card and tries to take all of your stuff from you. Microsoft wants a piece of your pie. When you buy a car, take out a second mortgage (to cover your MSFT margin calls), order a pizza, watch television, or read a book, Microsoft wants its cut.

But first they need to collect data from you, by meticulously recording your web searches, television viewing patterns, keeping copies of your passwords and personal data, and so on. HailStorm is an important part of this altruistic strategic vision.
