John, I don't think we're going to go to war over an airplane accident. The high tech gear on board is water under the bridge, IMO.

John, no comment on the plane, but an interesting show on CNBC at 7:30 EST [Dick Arms, inventor of the indicator, calling the bottom]

Since this is third hand info, I can't vouch for it.
Here's the Barron's Hays interview discussing the effectiveness of the Arms indicator in the past suite101.com

You mean bail out and die, which is not something that we would ever ask of our servicemen. The chance of a water rescue near the China coast is very remote. This is a bit like the Gary Powers incident all over again. I'm not sure what else can be done other than cease the spy missions or provide a fighter escort, backed up with a shoot to kill missile.

Eleven of my early years were spent in the US Navy. For some time I was stationed at Moffett Field, home of the sub-chasers. The plane in qurestion looks like a P3-C. This is an Orian Sub-Chaser, and if so, the entire crew can jump out very easily. They all carry parachutes and can fly very slowly to allow for jumping out if need. I road on many P3-C, they are cold airplane with all the electronics aboard.
