Lucent generates patents like almost nobody else, and has a significant revenue stream from licensing. The patents can be valued, for example, based on their revenue stream brought to present value.
No question one of the sins of this company is underexploitation of its core strengths. They need to get somebody in there who will tackle this, or be absorbed by another company that understands how to turn ideas quickly into revenue (3M is one that knows how).
It's true that patents can mean little, or almost everything. Qualcomm is really just a research shop and a patent portfolio, and those assets are accorded an enormous market cap. They do quite well with good ideas.
