We riske a nuclear war with Cuba, not because we thought it was part of America, but because we perceived them as a hostile pro-communist governemnt that was about to armed with nuclear missles and we felt that was a threat. By the way, I think the Cuba mess could have been far better handled, but it is in no way supportive of your argument which I believe comes down to once a Chinaman always a Chinaman.
