Neocon, that isn't the most unbiassed of sources you quote... here's their mission statement (emphasis mine): The Heritage Foundation is a research and educational institute - a think tank - whose mission is to formulate and promote conservative public policies based on the principles of free enterprise, limited government, individual freedom, traditional American values, and a strong national defense. Incidentally www.townhall.com (motto: "The Conservative Movement Starts Here") describe them as 'The Nation's foremost Conservative think tank'. So I think they may have a - shall we say, somewhat partisan slant on this matter? Perhaps a tendency to refight the Cold War, even?
