CSCO volume way above average today, which may be significant if the stock can close positive, indicating a solid bottom could finally be in place.

CSCO is trading at 4 times trailing sales, down from 37 times a year ago. Fact is on a price-to-sales basis, CSCO shares haven't been this cheap since the company went public in the Fall of 90'. So is it a buy? Smart money doesn't really care about a bottom. Buying on confirmation of a bottom tends to satisfy money management issues to a higher degree. That being said and considering the volume spikes on daily at these levels I would be surprised to see it down another 20% but then again we haven’t had the luxury of experiencing such a bear market environment for comparison.

Over valued, valued then undervalued seems to be the criteria for buying.
