now they are going to go to court and complain "Globalstar is paying off their bills!"

Yes! Absolutely, Yes! Bills payed right before bankruptcy are subject to review by the bankruptcy court and can be "unpaid". Which is absolutely the right thing to do.

I don't think payments for "spare satellites", and Ground Network maintenance (Hey, why don't the SP's pay QCOM for the maintenance of their own Ground Stations) is considered vital..
