"The US UHF auctions (channels 52-83) should raise more for ten years use, because of better inbuilding penetration. My $500/POP for 200MHz in MMDS is in the context of also auctioning the upper UHF bands for mobile and fixed."

SPECTRUM AUCTIONS: Bush Presses for 700 MHz Delays. The Bush administration on April 9 reaffirmed its proposal to delay auctioning off the 700 MHz broadcast-TV spectrum band to wireless bidders, increasing the chance a planned September auction would be postponed again. There had been some question as to whether OMB career bureaucrats were driving the original proposal, which came out shortly after President Bush took office, but the administration’s more detailed budget proposal to Congress made it clear the White House is on board. The administration said it would seek legislation to push back the deadline for auctioning UHF channels 60-62 and 65-67 until fiscal year 2004 and channels 52-59 until FY 2006, while promoting band clearing that ensures incumbent broadcasters are fairly compensated. The budget also calls for charging commercial TV broadcasters for use of their analog spectrum until they complete their transition to digital TV, but Congress is unlikely to adopt that idea.
