I read a french spy novel concerning that (from the S.A.S. series, excellent dans le genre...) where the bombing happened as a result of a manipulation of a secret agent in Belgrade who was attempting to place a radio locator in one of Milosevic's residences... his transmitter somehow got placed in the Chinese embassy instead! That sounds more plausible to me than us bombing the Chinese for helping the Serbs, LOL!
