Let's try the following categorization that we can agree on ... these folks are materially involved in a fatal traffic accident at a location closest to the jurisdiction of Hainan military command.

No, arresting some scientist working on behalf of Taiwan is more likely, and convict him by New York Times <g>

I think the military on both sides were simply doing their respective jobs, and an accident happened due to a lack of tag game protocol.

I am, however, as puzzled as you on the immediate next steps. My contacts in China are good for post facto analysis, not for real time monitoring.
