In all due respect, that cash on the sidelines thing that keeps going around is bogus. The public mass has put most of their savings and tapped their credit lines to the fullest extent during the mania of the rise. I would say just about all of those positions are now underwater. While some have sold on the way down, many of those positions are still held or have been averaged down with additional capital that is also underwater.

All that borrowed money is still owed and the amount of cash available is no where near what it was since savings and credit has been tapped out.
