Sun--With the exception of the UK (not England), those governments have changed form. For example, Juan Carlos of Spain was forced to abdicate under Franco, and then there were revisions in the constitution. Think how many different republics and monarchies the French have had since 1789, our constitution date. Look how the borders of Germany, which had several separate countries (e.g., Prussia), or Italy (e,g,, Lombardy). Modern China, as a country was formed in 1949.

If your argument is that to be a country it needs to be continuously habitated, we have always had indigenous people also.

We are remarkably old and stable.
