Shooting the plane down would be a lot more risky than ramming it. If the plane was hurt seriously enough that it went down immediately it would also have been hurt too badly to have flown out of Chinese airspace (air to air missile for example). I don't know the depth of the water there but we can raise planes from pretty deep water. If the water was too deep to raise it there would also have been the possibility of proving it by using submersibles. That could have proven they shot it down over international waters. This way is even better for them, they blame the collision on the US plane which in their minds is two strikes against us, spying and causing a collision. They will stick to that story no matter what other evidence surfaces. It is impossible to know if the Chinese actually had plans for any of this, I only offered my scenario as a possibility.
